Easy, using a camera with a good frame rate. A D300 with an external battery will hit 8 frames per second, a D3 will do 9, some Canon cameras will shoot at 10.
The other thing that's needed is a 600mm F4 lens, or someting in that range. A 300m lens won't cut it, unless you're standing on a jetty or pier.

2 breaks where I shoot, one close, on far, this is the far break, the surfer is around 250 yards from me.
In the sequence you showed, it's probably around 75 yards, with a 600mm lens.
